Our Committee Members are dedicated senior leaders passionate about safeguarding the welfare of animals throughout Papua New Guinea . They bring a wealth of experience to provide strategic oversight and leadership for RSPCA PNG.

Sir Bob Dadae

PATRON

Sir Bob Bofeng Dadae GCL GCMG KStJ was born on 8th of March 1961 and he is a Papua New Guinean politician currently serving as the tenth governor-general of Papua New Guinea since 2017. Sir Bob Dadae is Patron for the RSPCA PNG since 2024 and has been a strong advocate and promoter of animal welfare in PNG.

SEEMA DASS-RAJU

 President

 Seema Dass-Raju has lived and worked in PNG for the past 15 years and is well versed in the local environment. Currently serving as the Chief Risk and Compliance Officer at Nambawan Super Limited, Seema has an accomplished career with strong background in the financial industry, specializing in governance, risk and compliance, property, security, fraud prevention and skilled human resource management. Having a Bachelor’s degree in Human Resources and a Master’s in Business Administration, Seema is also a graduate of Australian Institute of Company Directors highlighting a commitment to excellence in leadership and operational management

Lizette Theron

Vice-President 

Lizette serves as Vice President of the RSPCA Papua New Guinea, bringing a strong commitment to animal welfare and community engagement. Originally from South Africa, Lizette holds undergraduate and postgraduate degrees in both sciences and finance, with a background as university academic, lecturing in anatomy and physiology for 10 years, and subsequently gaining over 20 years’ experience in auditing, accounting, financial management and governance. She is a passionate advocate for humane treatment of animals and strongly supports RSPCA PNG’s mission to provide veterinary care, shelter, and education across the country. As Vice President, Lizette continues to champion the RSPCA PNG’s vision of a compassionate and informed society where animals are treated with dignity and respect.

Brian Riches

Treasurer

Brian Riches is a seasoned executive and governance advisor with over 30 years’ experience in financial management, strategic leadership, and organisational reform across Papua New Guinea, Australia, and the Pacific. He holds an MBA from Southern Cross University and is a Fellow of the PNG Institute of Directors and the Australian Institute of Public Accountants. A naturalised PNG citizen, Brian brings deep expertise in finance, compliance, and operational efficiency to his role as Treasurer of the RSPCA PNG. He has served in senior leadership roles including CEO of PNG Ports Corporation and Director of his own firm, Brian Riches Limited, offering governance and capacity-building solutions to the nonprofit and corporate sectors. In 2012, he was awarded the Officer of the Order of the Logohu for distinguished service to public administration and commerce.

Angela Sen

Secretary

Since joining as Secretary in January 2025, Angela has been all about helping dogs in Port Moresby. Originally from Brisbane, they spend a few nights a week cooking up meals for the street dogs around their place. When they’re not volunteering with RSPCA PNG, they lead a compliance and risk team by day—juggling work, church and a big soft spot for animals.

Patrick Wright

Council Member

Patrick Wright has been Treasurer for Westpac PNG for almost 2 years. Prior to his time in PNG he has spent 15 years working in Global Markets for Westpac, located both in Sydney and London. Patrick was Director of The Final Whistle, a company dedicated to working with athletes helping with career transition and life after sport. Additionally, Patrick holds the position as an Advisor on the Macroeconomic Technical Working Group for the Business Council of PNG and has held leadership and advisory roles across banking and financial services, professional sports and professional services.

Tamil Taylor

Council Member

Taimil Taylor background integrates a rich blend of legal expertise and acumen, policy development and a strategic mindset, underpinned by hands-on experience in the law and justice sector, climate change, financial and grants management, and policy and development. She spent much of her career working in law and justice, defending the rights of Aboriginal and Torres Strait Islander peoples within the criminal justice system. She has worked with large contractors in the development space, honing her skills in financial oversight and operational support, ensuring the highest standards of accountability in the non-profit sector. She has engaged with NGOs, developing climate adaptation strategies focused on the most vulnerable. And I have worked in international development, policy and environmental management, supporting Pacific Island Nations and working closely with CROP agencies and NGOs. She currently sits on the board of St John Ambulance PNG. She is proudly from the Baiman Tzenglap tribe in Jiwaka Province and was born and raised in the Highlands of PNG.

David Joseph

Council Member

David Joseph brings over 25 years of extensive experience within Papua New Guinea’s mining industry. An accomplished ITC Engineer by profession, he holds an Undergraduate Certificate in Information Sciences and Technology (IST) from Pennsylvania State University, a Master of Business Administration (MBA) from the Australian Institute of Business (AIB), and a Certificate in Industrial Automation and Electronics from RMIT University. Currently, David is an Academic Researcher and contributes to Finance and Corporate Governance articles for AIB, where he also serves as an Alumni Finance and Corporate Governance Industry Panel member. He is a Professional Member of the PNG Institute of Directors and the Executive Chairman of the Kuanua Fellowship Association Incorporation. Additionally, he is the Managing Partner and Director of PNG Data Edge Solutions Ltd, and has recently ventured into consultancy as a World Bank Consultant Trainer for the Urban Youth Employment Program (UYEP) in NCD.
