Sir Bob Dadae
PATRON
Sir Bob Bofeng Dadae GCL GCMG KStJ was born on 8th of March 1961 and he is a Papua New Guinean politician currently serving as the tenth governor-general of Papua New Guinea since 2017. Sir Bob Dadae is Patron for the RSPCA PNG since 2024 and has been a strong advocate and promoter of animal welfare in PNG.
SEEMA DASS-RAJU
President
Seema Dass-Raju has lived and worked in PNG for the past 15 years and is well versed in the local environment. Currently serving as the Chief Risk and Compliance Officer at Nambawan Super Limited, Seema has an accomplished career with strong background in the financial industry, specializing in governance, risk and compliance, property, security, fraud prevention and skilled human resource management. Having a Bachelor’s degree in Human Resources and a Master’s in Business Administration, Seema is also a graduate of Australian Institute of Company Directors, highlighting a commitment to excellence in leadership and operational management.
Seema has been a member of RSPCA for the last 6 years and has served as the President for the past 2 years. She is committed to improving the standards of animal care and protection across PNG.
Lizette Theron
Vice-President
Lizette Theron served as general committee member of RSPCA Papua New Guinea since arriving in PNG in 2020, currently serves as Vice President of RSPCA Papua New Guinea and is deeply committed to improving animal welfare through practical support, education, and stronger governance.
Originally from South Africa, she has spent 10 years as a university academic, lecturing in anatomy and physiology, before moving into a finance and governance career spanning more than 20 years across auditing, accounting, and financial management.
Lizette is passionate about the humane treatment of animals and values the role RSPCA PNG plays in providing veterinary care, shelter, and community education. She brings a hands-on approach and is motivated by seeing real improvements in how animals are cared for—both in homes and in the wider community.
RUSSEL EVANS
Treasurer
Russell has a genuine love for animals—big and small—and a deep appreciation for the role they play in our lives and communities.
As the General Manager of Resources & Investment Finance Limited (RIFL), Russell is responsible for driving growth, structuring financing solutions, and supporting strategic initiatives across Papua New Guinea.
A Certified Practising Accountant, recognized by both CPA Australia and CPA PNG, Russell has extensive experience in financial management, credit assessment, and corporate governance. He has a strong track record of delivering disciplined financial outcomes, improving reporting processes, and implementing efficient systems that enhance business performance.
With a comprehensive understanding of Papua New Guinea’s operating environment, Russell brings a practical and commercially focused approach to financial stewardship, risk management, and compliance. They are passionate about contributing to organizations that make a positive impact within the community and are committed to supporting RSPCA PNG through sound financial oversight, accountability, and transparency.
SORAYA MCLEAN
Secretary
Soraya McLean is the Corporate Services Manager at Argo Marine.
With over 25 years of experience in administration and human resources management, Soraya has developed extensive expertise across operations, governance, compliance, and stakeholder engagement. She brings strong organisational capability, meticulous attention to detail, and a proven ability to support boards and committees through effective coordination, communication, and records management.
Raised in rural Australia, Soraya has a lifelong connection to animals, having grown up around horses, cattle, and a wide variety of pets, including dogs, cats, and birds. This background has fostered a deep respect for animal welfare and responsible animal care, values that continue to guide her both personally and professionally.
Soraya also has strong personal connections to Papua New Guinea, with family ties spanning more than 35 years. These longstanding connections have given her a genuine understanding of the country’s people, culture, and community.
She is committed to contributing both her professional expertise and personal passion to support the mission, governance, and ongoing development of RSPCA PNG, helping to strengthen animal welfare and ensure the organisation continues to make a meaningful impact across Papua New Guinea.
Patrick Wright

Patrick Wright – General Committee
Patrick Wright is the Head of Corporate and Commercial Banking at Westpac PNG. An experienced leader and finance professional, he has worked across multiple organisations, industries, and international locations, bringing a broad commercial perspective and a strong track record of leadership.
With more than 15 years of expertise in financial markets, Patrick has developed extensive experience in corporate banking, strategic planning, and business development. He also has a passion for performance coaching, health and wellbeing, and career development, with a focus on helping individuals and teams achieve their full potential.
A strategic and forward-thinking leader, Patrick has successfully applied his skills to develop high-performing environments in both the corporate sector and on the sporting field. He is committed to contributing his commercial expertise, leadership experience, and governance capabilities to support the ongoing growth and sustainability of RSPCA PNG and its mission to improve animal welfare throughout Papua New Guinea.
Tamil Taylor
Council Member
Taimil Taylor background integrates a rich blend of legal expertise and acumen, policy development and a strategic mindset, underpinned by hands-on experience in the law and justice sector, climate change, financial and grants management, and policy and development. She spent much of her career working in law and justice, defending the rights of Aboriginal and Torres Strait Islander peoples within the criminal justice system. She has worked with large contractors in the development space, honing her skills in financial oversight and operational support, ensuring the highest standards of accountability in the non-profit sector. She has engaged with NGOs, developing climate adaptation strategies focused on the most vulnerable. Taimil has also worked in international development, policy and environmental management, supporting Pacific Island Nations and working closely with CROP agencies and NGOs. She currently sits on the board of St John Ambulance PNG. Taimil has a master’s in law from the Harvard Law School, The Fletcher School of Law and Diplomacy and the John F. Kennedy School of Government. She is proudly from the Baiman Tzenglap tribe in Jiwaka Province and was born and raised in the Highlands of PNG.

Lindzi Swinhoe is a fashion designer specializing in sustainable and ethical fashion. Throughout her career, she has been committed to making conscious and responsible choices—values that naturally extend to her passion for animal welfare.
Lindzi is proud to serve on the RSPCA PNG General Committee, an organization that holds a special place in her heart after it assisted with the safe relocation of her dog, Moose, to Papua New Guinea. That experience reinforced her appreciation for the vital services RSPCA PNG provides to the community and strengthened her commitment to supporting its work.
By combining her creative background with a passion for advocacy, Lindzi looks forward to helping RSPCA PNG continue its important mission of protecting, caring for, and improving the welfare of animals throughout Papua New Guinea.
